Any discussion about new economic systems requires a context within which it sits for it to be meaningful, at least to me. In following the discussion between Ricardo, Othomas and others, two questions are invoked in my mind. What is a political system and what is an economy?
Of course there are standard definitions but those do not cut it – they do not allow for a paradigm shift which is, I think, what is required, or at least desired. Let us then go back to the basic principles and begin from there. Any system should be designed to meet the needs of its members – that is humans. So, we must ask, what are those needs? Paul Tillich suggested humans had two needs – a desire to realize oneself and a desire for unity. Other ways of looking at this would be a desire for freedom and a desire for security. We could see this in terms of the individual and collective.
The way I like to view this, from a personal perspective is like this: I have two basic requirements: first I want to live in an environment in which I can give full expression to my talents and creativity in a way that enhances my community. Second, in doing so, I desire to have my needs met.
In the context of this, what is a political system and what is an economy?
My desire then, is to give full expression to my natural talents in a way that enhances my community. This is not at odds with Tillich’s suggestion that we are driven by the dual needs for self realization and a return to wholeness. The desire to express my talents and creativity is my way of achieving self-realization and by doing so in a way that enhances my community I am seeking to belong, and to assist my community return to wholeness. But these two drives have an inherent conflict built into them. That conflict exists within each one of us but it is magnified in groups, where one’s drive for self realization often acts to impose that person’s vision or will upon others.
I suggest that the purpose of a political system is, or at least should be, to create a collective environment within which the tension that exists between these two drives is managed. The most effective political system is, therefore, one that allows the maximum self expression of each individual’s creativity while, at the same time, enhancing the sense of unity and oneness within the community
What then is an economy? The political system is designed to manage the interaction of the competing needs for self expression and community. Within that system is a secondary drive, and that is my desire to have my needs met. As a member of the human race living at this time of material abundance, I have an expectation: that expectation is that, provided I am willing to give full expression to the natural talents I was provided with by my creator, and give of these (let’s call them productive) talents freely to my community, that all my basic needs for living a full life will be met in return by the other members of my community.
The economy is nothing other than the collective system that enables an effective exchange between the out-flowing energy of my productive expression and the incoming energy that I need to live a full life.
At its most basic, this is what money was designed to do – to manage the exchange of productive efforts among people when barter became too complex, but money and the economy, while still retaining this fundamental dynamic, has becomes something quite different.
If we are to be successful in designing an effective alternative economic system, I believe we must first create an understanding of the fundamental context within which such a system should and could operate and address the issues that arise from within that context.
This thread is, therefore, aimed at discussing this fundamental context. I have put forth a basis for starting that discussion, which contains three parts: the foundational needs that drive an individual and a society; the purpose of a political system; and the purpose of an economy. Agreeing on those three issues would be a very good place to commence.

We are dealing with the double threat of Climate Change and Oil Depletion – too much coal and not enough fuel. These combined threats can be called the Carbon Crisis.
This Carbon Crisis is insidious. The degree of action that is required now is much stronger than we would expect from what we observe. We see ice melting, some droughts, floods, and fires: but it doesn’t look like the end of the world. Meanwhile the invisible hand of the market is preoccupying us and leading us like sleep walkers to the edge of a precipice.
I propose that we and our Council place our Shire in a State of Emergency - a State of Carbon Emergency.

PURPOSE AND SIMPLIFIED DESCRIPTION.
I will describe some details of an accounting system designed to work for a small community within a national government or for a large governing system to replace a complete national government.
Government and economics are closely related. Land is a fundamental resource for every economy that can provide human food production and for utilizing the daily allowance of solar energies.
Human talents are another resource suitable for great productivity of material and mental products. This productivity is necessary for an effective economy. I will outline a system of economy that utilizes an accounting system to encourage and implement productivity for human consumption.
Sharing from a surplus of productivity is fundamental for my proposed economy and the first issue is to name the units to be used for an accounting tool that encourages balance of production and consumption.
What can be used as the name of an accounting unit acceptable to all? An accounting system must use some name for the entries and I request that the present trustees discuss and vote to accept this name to prevent editing this proposal again.
My current preference is to use Produced Value (PV) as the name assigned for accounting the deposits and withdrawals of each sovereign person in a governing body. The PV will be a number negotiated between sovereign producer and sovereign consumer before title is recorded for transfer of property.
For accounting purposes each sovereign person enters the government with PV=0. That person may become a producer of property and negotiate with with a sovereign consumer for the PV of a property to be transferred from producer to consumer. By a joint declaration the two can notify the registrar of property to transfer title to the property; add the PV for the producer; and subtract the PV to the consumer. As an alternate to production any sovereign person might be given a PV by any other sovereign person.
Issues to be resolved:
How a sovereign person declares a gift of PV to another sovereign person.
Publication of the PV of each sovereign citizen.
Determining who inherits property or PV of a deceased citizen,
Transition from national economies to a new economy will probably be opposed by property owners in present national economies unless they can retain their historical rights to property therefore I propose that all title to national property be accepted as proof for recording title as a producing owner in each new UP governing economy. The cost of the property of an owner in national currency is viewed as PV of the new member of the government and is subtracted from the Natural Resources account of the new UP world government.
Transition from national economies to a new economy will probably also be opposed by all people holding money certified as national currency therefore I also propose that PV credit be initially awarded to each person who surrenders a certificate for one unit of national currency to the new UP government. Each PV credit will be balanced by PV debit to the account of the new UP world government.
Note that the PV of those with national property or national currency implies equal value of surrendered national currency and PV. A small but balanced gift economy can exist within a larger traditional economy based on national currency while the new economy works toward self-sustainability. All surrendered national currency becomes a resource to be managed by transparent procedures to be mandated by the UP government.
The ideal new United People world government must deal with transition of resources without recourse to the destructive historical precedents of warlike economies with banking systems that manipulate national currencies. Individual sovereignty with a foundation in peace can be based on a method for peaceful transition from the present multitude of governments that attempt to control all resources.
I am studying two types of government based on sharing.
One group calls itself United People Virtual World Government.
Another calls itself Community Exchange Systems. I have started a San Miguel branch in Guanajuato, Mexico as a member of CES with access here: http://www.community-exchange.org/
Fundamental Definitions for this Economy.
Natural resource. A resource on Earth or its atmosphere which has not been produced by human effort.
Examples: Soil, ground water, rain, air, solar energy, living plants, seeds, subsurface minerals.
Property. A product of natural resources and human labor that is desired by any other individual. The product may or may not include other property.
Example: A parcel of land that has been marked as separate by some human effort.
Original owner. The person that produces a property from natural resource and/or other property.
Examples: A home site marked in a parcel of land that is a natural resource.
Produced Value. An accounting number agreed between owner of a property and another person who wants of the property.
Example: The number negotiated and agreed to be added to the account of an original owner of land.
Value of Natural Resources. An estimated number of PV that could be produced from all Natural Resources inside a government. Note that this must be an official UP government estimate and should include the PV debit for property submitted by those that owned national property included in the new UPVWG..
Title to Property. A paper that designates the owner of a property.
Example: The Original Owner obtains title by presenting proof of his producing the property from natural resources or other property. A secondary owner obtains title to property by presenting proof of PV agreed by consent of the prior owner.
Registrar of Property: A government agency that maintains records of the title to property and keeps the account of PV transferred by agreement to transfer of ownership.
Examples: 1. List of Titles of owners of land. 2. The account of Produced Value of each person.
Government Value, The total Value of Natural Resources and Produced Value in the records of the Registrar of Property.

When mankind becomes well educated they will declare a worldwide holiday. On that day a declaration will be made by all people that:
Deputies will be designated by the united people for all government functions,
and that
all deputies of government will be instructed in methods to enable every individual to be a responsible custodian of his physical, and mental resources,
and that
each custodian will give all increase of physical resources to a community agency for distribution to those who can utilize the increase.
and that
each individual custodian of land will give a parcel of excess land to a community agency for assignment to a neighbor who has resources to utilize the land to increase the resources on Earth.
Therefore transfers of land and energy resources of the Earth will eventually provide adequate utilization of all resources for the benefit of mankind.
Note:
The process toward adequate utilization can be simulated by a set of partial differential equations. The equations will probably be more complicated that those required for predicting the weather.
I suggest that mathematical modeling is a diversion from the main work of faith and diligent efforts to activate education as started by the United People World Government web facilities.

Up until now, most of the People have been left out of the banking loop - except for taking out loans or creating checking or savings accounts. However, the current economic system, regardless of what anyone thinks about it, or what anyone knows or doesn't know about it, is a product of all of us. It's had its good times, and it's had its bad times. It's easy to look at the obvious abuses in the system and feel injustice. It's easy to look at the glaring inequality in the financial wealth of the elite and blame the financial/economic system. Yet, if we explore the history of the system, why it was created in the first place, and consider the immense benefit that society has gained form the advance driven, at least in part, by the freedom and innovation engendered by capitalism and free trade, it is wise to act with caution before condemning the system on the basis of what are becoming obvious shortcomings.
One of the questions we have to deal with now is whether these current difficulties are simply the manifestation of another cycle, or whether they are a sign of some deeper problem within the financial system. Is what is required at this time a review of, and tightening of government oversight and regulations, or a fundamental restructuring of the system from the ground up? If it is decided that the very foundations of the system require reconstruction, then one must inquire deeply into what alternatives exist. It is important to note that the evaluation of financial system alternatives cannot be done in isolation from other considerations, namely what type of society we want to create.
One of the best known economists of our time is Jeffrey Sachs, head of the Earth Institute at Columbia University and advisor to the United Nations Secretary General. Sachs has studied the state of the developing world in an attempt to understand why some nations appear to be caught in a cycle of poverty. As a result of his investigation, he has developed the concept of a ladder of economic development. This ladder contains four steps as follows
Subsistence economy
Commercial economy
Emerging nation economy
High technology economy
Sachs suggests that each nation must progress through these four stages, in order to learn the lessons a society needs to learn in order to deal with increased economic prosperity and develop an understanding of the functioning of the necessary institutions and changes such progress has on life. What Sachs does not address is: 'What comes after stage four?' What happens when a society has reached stage four and has exhausted the possibilities contained in that stage? As yet, we have not seen an example of such a nation, but it is worth asking whether we now, in the Western World, stand at the edge of the chasm of a new step in the evolutionary ladder. It is possible that the stress fractures appearing in the economy of the Western nations at this time are a signal that the next evolutionary step is calling us. Perhaps the existing system has run up against its own limitations and is beginning to show the signs of implosion.
What would the next stage of the development ladder look like? We do not know. This is something that requires widespread dialogue and the sharing of ideas in an open, constructive forum. It's also very important to fully understand that the money systems of the past, including Jeffrey Sachs' descriptive ladder of same, have been a product of a Sovereign entity other than the People collectively. A new money system created by the Collective Sovereignty (the People) has the potential of re-defining money in a transparent, fair and honest way and obliterating Sachs' ladder model as well. The People simply have to start thinking as Sovereigns rather than subjects.
In any case, this new Stage V may or may not include the re-development of new governments either in their continued form as corporations via a constitution or in a new Republican Form via a Declaration from the People. However, regardless of the metamorphosis of the current economic, or government systems during Stage V, the People who are ready may wish to embrace this opportunity to evolve via their own metamorphosis within this New Stage V.
The corrections that must now be made by the current economic system may have to be dramatic enough that the entire global financial complexion may be almost unrecognizable from what it used to be. The new financial centre of the world may be in Hong Kong or in Japan, or even Dubai. There may even be a new world currency introduced.
During these changing times, a question may occur to many people regardless of what the banks, businesses or existing governments do: 'Would it be advantageous, even for a few, to exercise a little personal responsibility so that their entire lives are not dependent on this financial system - so that they may be able to comfortably ride out most of the squalls or storms within the financial market?'
Knowing the size and complexity of the current economic system, as well as its strong determination to protect itself from competitors, there may be a more intelligent and safer approach to combining one's personal economic safety and one's personal responsibility without offending or threatening anyone.
Therefore, the People may wish to create an alternate economic system and not use 'money with intrinsic value of its own' in their new economic system. In other words, leave the current economic system for the governments, banks, businesses, and the general public to sort out - as we know they will.
This issue welcomes proposed remedies that will work within an ethos centered upon the common good of Mankind. This issue is submitted as a planetary issue so that everyone around the world may help create a solution - even if it may initially be implemented at a local level.

This is a critical time as the Commonwealth of Australia is preparing to clearly pronounce its true independence. And it is extremely important for all of us to recognize the need to declare our individual independence, as a People, prior to assembling together to declare the Perfected National Supreme Republican level of our new Australia. This declaration should provide a wider public acknowledgement and understanding of the basic foundational elements needed in such a move for independence – an understanding that is required to make an “informed decision” and to guarantee a clear understanding of how to preserve and maintain that independence throughout future generations.
This declaration should be both a statement as well as an extensive and fully inclusive perpetual education cornerstone of freedom and independence. There is strong evidence to conclude that a lack of such a cornerstone of knowledge and experience in the 1776 Unanimous Declaration of these United American Colonies was the cause of its inability to result in a full national independence within a nation that was of, by, to, for and from the People of the Natural Republican State of the World – therefore, remaining an untried and unproven experiment.
This issue was created subsequent to the 2020 Summit submissions made by United People System (5657) and me (2000042).
It is strongly suggested that all participants in this issue read and fully understand the material found in the “Unanimous Declaration of the People of the Republican State of the World for a Call to Global Collaboration” – a pdf file located on the home page of www.upworldgov.org.
Everyone may also wish to participate in a new campaign to promote the rite of passage to the status of “Farmer” throughout Australia. I made a presentation at the Living Together Network gathering at Ewingsdale Hall near Byron Bay on 22 June 2008 where I emphasized the importance of all of us recognizing each other as fellow farmers (you’ll see the significance of this when you read the attached “Unanimous Declaration of Independence for the Natural Republican States of Australia” that is one of the submissions in this issue). I actually brought a bucket of soil, a watering pot and a plant, etc. and repotted a living plant in front of everyone. I called it a ceremony publicly declaring my rite of passage to the status of 'Farmer,' and suggested that this become an accepted practice for all Australians. It went over VERY well and the excitement levels are rising.

I live in the geo-political region known as the state of Nevada in the USA. I would like to stand up for the UPWorldGov in my region if not the entire country since thanks to the internet we can communicate to people anywhere.
I would like to be your representative for the diffusion of the UP World Government's existence and be a creative contributor to projects which enlighten people to it's existence.

Due to some unforeseen circumstances the UP website lost some information, namely, the election of 2 of the 3 planetary integrity panel members.
I would like to submit a proposal to re elect the entire Planetary integrity panel, of course starting with the president,
My reasons for this are:-
To keep the integrity of the UP site we need a full record of decisions made, although the presidential forums, decisions and election material was saved and has been reloaded onto the site the other two positions for elected members were lost.
If we are going to reelect the other 2 positions then I feel it is important that we start from the beginning. My reasons for this are.
It has been bought to my attention that there are some new members who did not have a chance to get to know the candidates or vote in the original election and there are possibly some new people who might like the chance to run for the integrity panel. Because of the small number of members when the first election was help there was not so much discussion about it (I know no one contacted me to ask who I was or why I was running for the position) and we have all come a long way in our understanding of how the process works and in our abilities as humans. There is also the possibility that some of the original members of the integrity panel may wish to nominate for different positions within the integrity panel for one reason or another, myself included.
Seeing as though we are still in the prototype stage it may be a good opportunity to do so now if we decide that is what must happen.
My second reason, and possibly the more important of the two, for starting from the beginning is that it would be fair, not only to the new people involved but also to the original applicants that each position in the panel be up for re-election, as an outcome of this action we can maintain the integrity of the integrity panel and if any of the original candidates were not elected in the new election it would not be likely that any of us could appeal the final decision, made by the majority in the new election, based on fairness, railroading or any other issues integrity or lack thereof.

This issue's purpose is to design a Contract between candidates and members of the Byron Shire community, each in their individual capacity, who are duly recorded as registered voters in the Australian Election Commission - in their duly authorised authority as representatives of the Collective Sovereignty of the Byron Shire.
This contract is to define exactly what the candidates, once elected, can do or cannot do without the specific authorisation from the Collective Sovereignty.
