This page contains the issue that is identified in the title box of the header.
If this is a single issue, propositions will be listed below the header. If this is an election issue, the candidates will be listed below the header. If this is a multiple issue, sub-issues will be listed below the header.
The issue forum is located just under the proposition, candidate or sub-issue list.
The issue forum is provided for general discussion about the issue - and a forum is also created for each proposition or candidate within the issue for proposition/candidate-specific discussions to take place. The Issue List Index lists all the various threads (or subjects) of discussion. You may click on any one of the threads to view the on-going discussions.
Be sure to click "Add" to Your Forum if you wish to have the activity in a particular forum displayed in the "Your Forum" section. This allows you to quickly, at a glance, see all the activity in all of the forums of the issue in which you are registered. This option saves you the time of having to go to each issue to see if there is any activity.
On the right side of the header the phase meter is displayed. A check mark indicates which phase has been completed and an "x" indicates which phase has been skipped. An issue may not have a qualifying questions submission and qualifying questions rating phase. An arrow indicates the current phase of the issue.
On the left side of the header is the quick glance box that displays the average priority of the issue, the area or areas involved in the issue, the deadline for the issue (or a notice that the issue has been archived) and the number of participants.

If in new issue phase:You may register and de-register yourself in the issue and give the issue a priority while it is in the new issue list. You may also participate in the issue forum. However, propositions are not able to be submitted into the issue until the required number of members are registered in the issue and it is listed in the current issue list.
If in discussion phase: All propositions submitted for this issue and their forums will appear on this page. You may submit a proposition on this page, and you may view any one proposition by simply clicking on the proposition once. If you have submitted a proposition, you may view it by clicking the "your proposition" button. You also may enter your notice to end discussion on this issue at any time as well as submit a suggestion to the author of a proposition.
You may register and de-register from the issue on this page. You may also request qualifying questions for this issue on this page. You also have access to verifications concerning end discussion notices, number of participants in this issue - along with links to enter your notice to change those requirements if you would like them changed.
If an issue has split, you may choose the sub-issue group in which you would like to register. You may find the sub-groups in the "Display" or "Select" window. If you wish to change sub-groups, you must de-register from your current sub-group first.
If in proposition rating phase: Open any one or all of the propositions submitted in this issue in order to rate them (open any one proposition by simply clicking on it once). Note that the remaining time in the proposition rating phase is displayed.
You may register and de-register from the issue. You may also request qualifying questions or awards fees (if applicable to your organization) for this issue.
If in qualifying question submission phase: View the proposition selected in the rating phase and the archive of all other propositions submitted in this issue -- including the rating graphs if you click on the stars.
Submit your own qualifying question and view those already submitted. Open any one proposition by simply clicking on it once. Note that the remaining time in the qualifying question submission phase is displayed.
If in qualifying question rating phase: View the qualifying questions submitted for this issue during the QQ submission phase, the highest rated proposition and the archive of all other propositions submitted in this issue -- including the rating graphs if you click on the stars.
Rate the qualifying questions and select the QQ type: restrictive or permissive. Open any one proposition by simply clicking on it once. Note that the remaining time in the qualifying question rating phase is displayed.
If in final vote phase: View all propositions that have been submitted in this issue and their ratings -- including the rating graphs if you click on the stars (open any one proposition by simply clicking on it once). You may also view the archived forum for each proposition. And, of course, you may vote.
The small blue box on the top right-hand side of any of the windows in the proposition pop-up window will increase or decrease the size of the window.
If issue was dropped: The issue did not receive the required number of participants and was dropped from the new issue list. No more activity can take place on a dropped issue.
If issue was archived: The issue has been archived and no more activity is alowed in the issue.
