The Authority

The authority to establish this Trust rests within the Sovereign capacity of the people collectively using their knowledge of common law -- including their right to contract and their freedom of religion.

The Latin term "sine qua non" is a term used in law to define "the indispensable condition." In all democracies the people, collectively, are the indispensable condition. Without the people's authority the government would not exist. Only the people can validate and approve a constitution. And when the government desires to amend the constitution, it must first ask permission from the people. In other words, the people, collectively, are the parent with authority and the government they created is the child.

Up until now the people, as the parent, have been able to exercise their collective authority only on rare occasions when the government, their child, requested it through referendums and elections. However it is not up to the child to dictate when and how the parent can intervene. This restriction is now being removed.

It is true that we the people have two levels of responsibility - if not stateless, we are both citizens individually and Sovereign collectively. We have the capacity to install our government, and then accept our position as citizen - subjecting ourselves to the laws of the government we created. However, it is important that we the people are kept aware of our Collective Sovereign responsibilities, either collectively or as representatives of the Collective, to ensure the righteousness and integrity of the law. It is our duty, in this capacity, to establish a channel of communication with our governments. It is understandable that in the past it may have been beyond one's imagination as to how this communication could or would be implemented. But thanks to the United People web-based technology, this is the first time in history that the collective voice of humanity can be broadcast and heard.

Acting in our Collective Sovereign authority we have also participated in elections every 4 or 5 years. In theory the purpose of the elections is for the Collective Sovereign people to elect public servants from amongst ourselves. However, in reality the so-called democratic leaders have been pre-selected for us by the wealthy and powerful corporations who finance the politicians' campaigns. Those elections have only given the illusion of democracy and are both a challenge and insult to our Collective Sovereign authority - reducing us to a level of voting for pre-selected leaders, signing useless petitions and participating in letter-writing campaigns of questionable origins, value and effects.

Therefore, We People, in our capacity as the Collective Sovereignty of our individual nations and planet Earth, formally pronounce to our government servants that we are uniting to establish our Collective Sovereign voice in a way that will assure both its perpetuity and its omnipresent applicability. We can now accommodate the projection of that voice at will via Internet technology. We will now instruct our respective civil servants both locally and globally at any time as members of the Collective Sovereignty.

To broadcast our Sovereign voice, the United People Virtual World Government Trust has been created above all jurisdictions of all established governments on Earth. The Sovereign people do not need to seek permission from any of the governments they created to contractually establish this Trust. The Trust enables the members of the Collective Sovereignty to speak in their Collective Sovereign capacity.

The beneficiary of the Trust is planet Earth.

Every member of the human race is invited to acknowledge their status as a member of the Collective Sovereignty of the people locally and globally. Each individual may register as a Trustee of the United People Virtual World Government Trust and equally participate in the creation of the Collective Sovereign People's policy and administration.

From now on, the Sovereign people authorize agents and administrators of the United People Virtual World Government Trust to carry their voice in order to deliver directives to any governments or organizations around the globe -- both public and private.

The Contract

Realizing that it is our responsibility to instruct our government servants, we introduce and implement a contractual arrangement between them and us as the members of the Collective Sovereignty. By this contract, the members of the Collective Sovereignty protect themselves from elected officials making false promises or making decision against their will. The contract calls for specific performance and ensures the implementation by the contracted elected government officials of the Collective Sovereignty's will. Any violation of the contract is a breach from which damages can be sought by the Collective Sovereignty in a court of law - demanding a trial by jury so as to eliminate possible judicial corruption.

The contract is presented to currently seated elected officials and candidates for elected office. Individuals who have signed the contract can expect the support and the vote of members of the Collective Sovereignty. The purpose of the contract is to assure that the government servants recognize and obey at any time the voice of the Collective Sovereignty. The members of the Collective Sovereignty of a nation seek to assure the integrity of their government by establishing their authority contractually with elected officials at every level of that government.

The Possibilities

It is the duty of the people, assembled as the Collective Sovereignty of their individual nations and of the world, to assure responsible and peaceful interactions between themselves and their respective nations.

For example:

Amend the law to stipulate that no military action can be taken without the explicit approval of the Collective Sovereignty or completely dismantle the military in exchange for a planetary peace-keeping force.

Amend the law so that no treaties may be entered into without the explicit approval of the Collective Sovereignty.

Facilitate trade and unification by creating a world currency.

Require in the public education courses on Human Rights and Collective Sovereignty.

Implement or affirm the process of jury nullification, a check and balance reserved by the Collective Sovereignty as jurors in a court of Law so as to judge not only the facts but also the validity of the Law.
