In 1999 Ricardo Johansson and Jarel met at a local community group in Byron Bay, Australia called the “Community Cauldron.” Over many years before Ricardo had developed a thick three-ring binder that outlined the proposed system which has been named the 1062.org on-line decision-making system. Ricardo asked Jarel, an electrical engineer and programmer, to help him develop the needed programming for the 1062.org technology. Jarel's initial response was that he wasn't available for a project of this dimension. But not much later, after Rael asked Jarel to create the world government on the Internet, Jarel recontacted Ricardo, and became involved in the programming of the 1062.org technology.

After Jarel had worked with Ricardo under contract for some years, the 1062.org technology had grown into a substantial program, but a lot more work needed to be done. It was at this time that both of them developed a new symbiotic contractual arrangement where they would assist each other in the finalization of the 1062.org technology and the completion of the Internet-based world government, the mission that Rael had assigned to Jarel. Both decided to work on a purely benevolent basis.

In 2003 the 1062.org site was launched onto the Internet in its current embryonic form and the world government project progessed to the point where it was demanding their full efforts - that included much more than just computer programming.

They reached a time when serious thought needed to be given to the type of entity needed to be designed to house the entire Internet-based world government. It became obvious, when considering various legal options, that a trust within a jurisdiction above all others would be the solution. In addition, each member of the world government trust would be an equal co-trustee.

Upon the creation of a trust it's necessary to select a Grantor – the one who initially co-creates the trust along with the original selected trustees. Since it was Rael who directed Jarel to initiate this process, it was obvious that he be honored by giving him the opportunity to be the Grantor of the United People Virtual World Government Trust.

It was also agreed that a hyperlink to the Raelian site as well as the 1062.org site be included. This combination was the original catalyst that made it all possible.

It’s important for everyone to understand that once a Grantor assists in creating a trust, he or she walks away and leaves total control of the trust in the administrative hands of its trustees. In this case, all UP members will be the Trustees of the Trust – regardless of their beliefs, religions, races, etc. The UP System itself is a gift given to the People of the world freely with no strings attached. The UP System is designed to be controlled by all of its Trustees - each one having equal say. The Grantor, Rael, has no more influence in the operation of the UP System than anyone else.

Ricardo has no part in the Raelian organisation. However, there has been inquiries about the mention of Rael and/or a hyper link to his organisation.

Since Rael was solely responsible for initiating what we now have in the UP System, it's appropriate that acknowledgement be given.

The purpose of the UP project was, is, and always will be to create the government of, by, to, for and from the People.

Concerning the inquires about Rael being acknowledged for initiating this project, let it suffice to say that the success of the world government depends upon a sufficient level of universal fraternity amongst people of all faith, which is a prerequisite of a government of, by, to, for and from the People.
